Employees in Indonesia do not have to wait until 56 to take out their JHT (Jaminan Hari Tua, the old-age savings benefit run by BPJS Ketenagakerjaan, the state employment social security agency). Someone who resigns or is laid off waits one month, then files a claim through the JMO app (Jamsostek Mobile), the Lapak Asik web portal or a BPJS Ketenagakerjaan branch. The rules sit in Ministry of Manpower Regulation (Permenaker) 4/2022 and Government Regulation (PP) 46/2015, as amended by PP 60/2015. As of October 2026 all three are in force.

Once the documents are complete and correct, BPJS Ketenagakerjaan must pay within 5 working days. The one-month waiting period runs before that clock starts.

When JHT can be claimed

ReasonWhen the claim can be filedBasis
Retirement ageAt 56, or at the retirement age set in the employment contract, company regulations or collective agreement (PKB)Permenaker 4/2022 Art. 6(1)
Fixed-term contract (PKWT) endsWhen the contract period endsArt. 6(2)
Self-employed member (BPU) stops workingAfter stoppingArt. 6(2)
ResignationOne month after the employer issues the resignation statementArt. 8
Termination (PHK)One month after the termination dateArt. 10
Leaving Indonesia permanentlyForeign nationals only, before or after departureArt. 12
Total permanent disabilityEntitlement counts from the first day of the month after the disability is determinedArt. 14
DeathPaid to the heirsArt. 16

The 10-year membership requirement applies only to partial withdrawals. For a full claim, what BPJS checks is that the member has stopped working and their status is inactive. Moving straight to a new job does not trigger a payout: the new employer continues the membership on the same card (PP 46/2015 Art. 9).

Foreign employees leaving Indonesia use a different route, covered in JHT for foreign workers.

Partial withdrawals of 10% or 30%

Active employees with at least 10 years of membership can take part of their balance: up to 30% towards owning a home, or up to 10% for other needs ahead of retirement. Only one partial withdrawal is allowed for the whole membership (PP 46/2015 Art. 22(4) to (6)).

The 30% option involves a bank: BPJS issues an eligibility letter, the bank assesses the loan, and the member files the claim with the loan documents, or with the sale agreement (PPJB) or deed of sale (AJB) for a cash purchase. Partial withdrawals can be filed through JMO or at a branch (BPJS article, January 2026).

The rest of the balance can be withdrawn once the member stops working. The gap between the two payments matters for tax.

Documents by claim reason

ReasonDocuments
Retirement age, PKWT ends, BPU stops workingMembership card (physical or digital) and KTP (national ID card) or other identity document
ResignationCard, ID, resignation statement from the employer. The statement can be replaced by an inactive status the employer has already reported to BPJS
Termination (PHK)Card, ID and one proof of termination from the list below
Total permanent disabilityCard, ID, statement from the examining or advisory doctor
DeathCard, death certificate, heir certificate, heirs' ID
Partial 10%Card and ID
Partial 30%Card, ID, mortgage documents or PPJB/AJB

Any one of these proves a termination:

  • The manpower office's receipt for the termination report.
  • The employer's termination report to the manpower office.
  • The employer's termination notice plus the employee's statement not contesting it.
  • A joint agreement signed by employer and employee.
  • An industrial relations court ruling or extract.

A tax ID (NPWP) is needed when the balance is above Rp50 million or after an earlier partial withdrawal (BPJS claim page). Since 1 July 2024 the national ID number (NIK) has served as the NPWP.

Electronic copies or photocopies are accepted (Permenaker 4/2022 Art. 18(2)). Some BPJS pages still ask for the family card (KK) and a savings book, and an account in the member's own name is needed anyway, because the balance is paid by bank transfer.

Lapak Asik portalRetirement, resignation, termination, end of PKWT, PKB retirement age, 10% and 30% partial claimsInterview by video call, or an appointment at a branch
Branch officeEvery reason, including disability and leaving IndonesiaAny branch will do. Priority queue for pregnant, elderly and sick members
Collective claim through the employerGroups of employees leaving at once, such as mass layoffsAccording to BPJS guidance, the company files through SIPP with branch approval, and each employee is still verified by video call

BPJS raised the JMO limit to Rp15 million from May 2025, though one article on the BPJS site still mentions Rp10 million. The JMO app itself shows whether a balance qualifies, through the three green ticks in the claim steps.

Filing on JMO

  1. Open JMO, choose Jaminan Hari Tua, then Klaim JHT.
  2. Check for three green ticks. Per the BPJS guide they mean updated data, inactive membership and a total balance below Rp15 million.
  3. Choose the claim reason and check the membership data.
  4. Take a selfie for face verification.
  5. Enter the NPWP and an active account in the member's own name.
  6. Review the balance and tap Konfirmasi.
  7. Follow progress under Tracking Klaim.

The official sequence is on the BPJS JMO page. Members with more than one card first merge the balances through the data update menu.

Filing on Lapak Asik

  1. Go to lapakasik.bpjsketenagakerjaan.go.id and enter the NIK, full name and membership number (KPJ).
  2. Upload the documents and a recent selfie as JPG, PNG or PDF, up to 6 MB.
  3. Save the application. The interview schedule arrives by email or WhatsApp.
  4. Attend the interview by video call, or at the branch for in-person service, with the original documents at hand.
  5. After verification, the balance goes to the account given on the form.

How long it takes

BPJS Ketenagakerjaan must pay within 5 working days of receiving a complete and correct application (Permenaker 4/2022 Art. 18(4); PP 46/2015 Art. 31(3)). On its website, BPJS says claims of up to Rp10 million take one working day. Progress can be followed on the BPJS tracking page with the membership number or NIK.

If the employer is behind on contributions, BPJS still pays what has been contributed plus investment returns. It bills the arrears to the employer and pays the shortfall once they are settled (Permenaker 4/2022 Art. 20).

Tax on JHT

A lump-sum JHT payment is subject to final Article 21 income tax (PPh 21) at the rates in PP 68/2009 and Finance Minister Regulation 16/PMK.03/2010. BPJS Ketenagakerjaan withholds it as the payer.

Portion of the payoutRate
Up to Rp50,000,0000%
Above Rp50,000,0005%

Example: a balance of Rp80 million is paid in one go. The first Rp50 million is taxed at 0% and the remaining Rp30 million at 5%, which comes to Rp1,500,000. The member receives Rp78,500,000.

These rates apply to the cumulative amount paid within two calendar years. Any part paid in the third year or later is taxed at the progressive Article 17 rates and is not final. For that part, a member without an NPWP is taxed 20% more (PP 68/2009 Art. 2 and 6). BPJS flags this risk for members who take a partial withdrawal and cash out the rest more than two years later.

The TER monthly withholding method introduced in 2024 left these rules unchanged.

Why claims stall

  • The membership is still active because the employer has not reported the exit. The employee asks HR to file the inactive report on form F1B or through SIPP Online.
  • The one-month waiting period has not passed.
  • The member is already registered with a new employer.
  • Details differ between documents, such as the place of birth on the KTP and on a supporting letter.
  • Documents are incomplete, or a partial claim comes before 10 years of membership.
  • Balances on several cards have not been merged.
  • The bank account is inactive or not in the member's name.

What employers should do

  • Report departing employees within 7 working days (PP 46/2015 Art. 10(3)). Breaches can draw administrative sanctions.
  • Issue the resignation statement or a termination proof from the list above.
  • Pay contributions on time. Arrears are billed to the company.
  • Report actual wages. If wages are under-reported, the employer must make up the JHT shortfall (PP 46/2015 Art. 24).
  • For large layoffs, ask the branch for a collective claim.

When JMO rejects a claim, check the membership status in the app first. An active status after someone has left is fixed by the employer's inactive report.
